Italy ADM Gambling Blacklist
Italy’s Customs and Monopolies Agency (ADM) has instructed ISPs in Italy to put a stop to 190 websites offering online gambling services without the proper licensing and permits. The measure covers a total of 190 new web addresses.
These are platforms which, according to ADM, offer games or betting to Italian users without the authorisations required under national legislation. This action forms part of wider efforts to combat illegal online gambling and updates the list published by the Agency on 10 July 2026.
ADM Domain Block Order
According to Order No. 00540333 of 5 August 2026 by the ADM, the Agency ordered Italian internet service providers to block access to the newly identified domains.
The block must be implemented by 20 August 2026. The order was issued vide the Order No. 00540333 of 5 August 2026, providing a deadline of August 20 to the ISPs for the closure of those sites, including displaying a message from the ADM on their websites saying that the gambling service they offer to the Italian population is not authorized.
Publication of the measure on the official portal also constitutes notification to connectivity providers.

The current order concerns websites that are providing services related to gambling that are not licensed in the Italian territory and is invoked under Article 102 of Decree-Law 104 of 2020.
The measure is based on Article 102 of Decree-Law 104 of 2020, converted, with amendments, into Law 126 of the same year. The provision allows the Agency to take action against websites that offer or advertise gambling products in breach of Italian rules.
The ADM’s decision concerns compliance with Italian online gambling regulations and the lack of the necessary authorisations to operate in the country.

In practice, when a user attempts to access a site on the list, the connection is redirected to an official ADM page. A notice appears on this page explaining that the requested portal does not have the necessary authorisations to offer gambling in Italy.
Website blocking has become a routine part of enforcement in the country. Instead of issuing a new framework each time, ADM adds newly identified domains to the existing list and gives providers a deadline to act.

The system is also intended to protect players, who cannot rely on the same safeguards on unauthorised websites as those available in Italy’s regulated market, nor on the same controls relating to payments, data protection, and responsible gambling.
A number of the newly banned domains are linked to the Russian gambling operator Fonbet that includes fonbet.com and fonbet-italy.com. The list of blocked websites is updated periodically and is one of the main tools used to distinguish authorised gambling from that of operators acting outside Italy’s licensing system. ADM’s latest intervention underlines its continued effort to combat Italy’s illegal online gambling market.
